On his previous visits, he had managed to befriend a few of the skittish creatures. Taking advantage of his underwater travel form which transforms his lower half into an octopus, he tries to ingratiate himself further with them. A few are willing to emerge from their hiding spot to cling to his tentacles. But the moment someone new intrudes, or a bright light is shone at them, they jet away quickly and leave behind that annoying ink.
"Now look what you've done," he grouses at whoever has come up to him. "You've frightened them off again."
b) Mirrors
"I believe we need to arrange them in the shape of something. I suspect the stars. I've managed to bring references based on word from the natives."
He brings out a small, translucent crystal and feeds a little magic into it. A spherical image projects above it, dotted with various constellations of the leviathans.
"I can adjust the mirrors closer to the ceiling."
Emet-Selch is all business-like. There's a mystery they may be on the cusp of solving, but he'll chat if there are questions.
"What does it matter whether it is a seafaring vessel or a skyfaring one?" he asks irritably. He's inspecting the craft from the outside but he can see nothing terribly...special about it.3. Five Finger Discount-inued (Paladin 4pts)
"This is akin to asking whether something is a ladder or a step-ladder. They're both ladders!"
Emet-Selch has seen the notice sent out to Paladins but hasn't the time to actively hunt for troublemakers. However, he's perfectly capable of spotting a would-be thief as he's strolling past on his way to the Forge.4. Wildcard
One will find his hand suddenly clamping down hard on your wrist. A stern voice speaks up a moment later:
"I wouldn't, if I were you."

Actual gondolas don't fly, but whatever. Also, they already know it's a fake, this is just funny to them. They are a shit.)

Is that the point of the argument? As it stands, this thing can do neither. It can float on water for now but it certainly cannot fly, and I have a feeling it would sink if you did try to sail it.

Creating something able to switch beteeen being light enough to fly and yet heavy enough to sink is a monstrous task. The logistics alone would be a nightmare.

(The planes that do sink tend to do so because they've filled up with water... which wouldn't work for a submarine, considering that the passengers generally need to breathe air.

Wings are a hindrance underwater, but stabilisers are needed for flight. It isn't impossible; the technology simply does not exist here yet.

Then again, maybe reducing the trade to a few approved vessels that can defend themselves is exactly what the corporate overlords wanted. Reduce competition so that they can control the market.)
I've heard rumors that there's a sentient submarine out there too, though unlike the dolphins I don't have any proof of that one.
(This is entirely true, and there is, in fact, a not only sentient but fully sapient and deeply malicious submarine living out in the oceans of the Fallen Hero universe. Sidestep just isn't as sure about that one as the dolphins, because they don't sense its mind.)
