(Legion wants better relations with the Quarians. Legion doesn't necessarily understand that the tactics for achieving better diplomatic relations are not the same as the techniques used for achieving the kind of relations featured in the game.

Geth do not sleep. (And there aren't a lot of things that can claim more than a fraction of their attention. Lots of downtime while traveling between stars too. Is it really any wonder they picked up a hobby?)
